The Environmental and Social Impact Assessment (ESIA) is a structured approach for identifying, assessing, and managing environmental and social risks associated with a project throughout its entire lifecycle. The process includes a description of project objectives, an analysis of alternatives, baseline environmental and social conditions, assessment of potential impacts, development of mitigation and prevention measures, and design of a monitoring program.

While Russian Environmental Impact Assessment (EIA or ОВОС) procedures largely align with international ESIA practices, certain methodological differences exist in terms of depth, format, and presentation of findings. However, the core conclusions of both processes generally converge.

Our consultants prepare EIA documentation in accordance with Russian legislation, as well as comprehensive ESIA packages aligned with the requirements of international financial institutions such as the Equator Principles, the World Bank, the International Finance Corporation (IFC), the European Bank for Reconstruction and Development (EBRD), investment funds, the OECD, and multinational corporations.

According to Russian regulatory requirements, two main types of documentation are developed depending on the nature and location of the proposed activity:

  • Environmental Protection Measures Section (EPM) as part of general project documentation;
  • Full Environmental Impact Assessment (EIA) documentation.

As part of this process, our experts perform a preliminary analysis of the proposed activity, review possible alternatives, define project timelines and implementation conditions, identify affected municipalities, assess the potential for transboundary impacts, and verify consistency with spatial and strategic planning documents.

Environmental studies encompass natural, anthropogenic, and mixed systems. These include assessments of:

  • Physical geography;
  • Climate;
  • Geology and hydrogeology;
  • Hydrology;
  • Soil and land use;
  • Socioeconomic context.

The analysis relies on engineering survey data, scientific literature, and archived datasets. It identifies direct, indirect, and cumulative environmental and social impacts within the study area. Special attention is paid to protected areas, buffer zones, water protection zones, wetlands of international importance, and other areas with restricted land use.

Based on these studies, potential environmental and social impacts are identified and assessed, with significance rankings assigned. This analysis supports the selection of mitigation measures, evaluation of residual impacts, and justification for the preferred project option over alternatives.

The EIA documentation also includes:

  • Proposals for environmental monitoring and industrial environmental control measures;
  • A schedule-aligned framework for implementation across construction and operational phases.

Preliminary EIA materials and EPM sections are subject to public consultations, with feedback incorporated into the final documentation as needed.

In line with international standards, the ESIA documentation package includes:

  • The ESIA report;
  • Non-technical summary (NTS);
  • Environmental and Social Management Plan (ESMP);

  • Stakeholder Engagement Plan (SEP).

Each management plan developed under the ESMP framework includes:

  • Applicable standards and requirements;
  • Linkages with other plans and systems;
  • Roles and responsibilities of implementing parties;
  • Specific mitigation and control measures;
  • Verification and monitoring procedures;
  • Key performance indicators (KPIs);
  • Environmental and social monitoring protocols.

EIA and ESIA documentation are developed for industrial, residential, and administrative construction projects, as well as for project expansion, modernization, capital repair, and decommissioning phases.
