Development of environmental and social management plans for a large petrochemical complex construction project

The project for construction of the West Siberian complex for deep processing of hydrocarbon feedstock into polyolefins with a capacity of 2.0 million tonnes per year (a subsidiary of the leading Russian petrochemical holding “SIBUR”) was implemented in the industrial zone of the city of Tobolsk.

 

The project included:

  • Construction of the main complex with the relevant general plant facilities;
  • Construction and reconstruction of auxiliary and associated facilities:
    • o construction of a water pipeline;
    • o technical modernization of the Epanchinsky water intake;
    • o reconstruction of the neutralization workshop and industrial wastewater treatment;
    • o construction of additional infrastructure facilities.

 

For this project, Branan Environment consultants developed a framework environmental and social management plan, as well as thematic management plans and procedures for the construction stage:

  • Environmental management plan during construction;
  • Road safety management project at and outside the construction site;
  • Code of conduct for workers outside the production site and the construction camp;
  • Grievance mechanism;
  • Construction camp operation plan;
  • Occupational health and safety management plan during construction;
  • Waste management plan during construction;
  • Training and capacity-building plan during construction;
  • Social monitoring program.
