Monitoring of the Arctic LNG 2 Project Implementation

Arctic LNG 2 LLC is implementing a project to construct three process trains for the production of liquefied natural gas (LNG), each with a capacity of 6.6 million tons per year, for a total capacity of 19.8 million tons of LNG and up to 1.6 million tons of stabilized gas condensate per year. The project operator and owner of all assets is Arctic LNG 2 LLC, a joint venture of PJSC NOVATEK, TotalEnergies, the Chinese corporations CNPC and CNOOC, and JAPAN ARCTIC LNG (a consortium of the Japanese companies MITSUI and JOGMEC).

 

The scope of work of the Independent Environmental and Social Consultant (IESC) consists of monitoring to verify the project’s compliance with applicable national and international commitments and requirements in occupational health, environmental and social protection, and safety (HSE).

 

In accordance with lenders’ requirements, Branan Environment specialists conducted monitoring, including site visits to Arctic LNG 2 LLC facilities.

 

The main objectives of the integrated monitoring were to provide an overall assessment of the environmental, social, health, and safety management system; to analyze and assess environmental performance, including biodiversity issues; to review occupational health and safety performance; and to analyze and evaluate social aspects of the project’s activities.

 

The main activities carried out included:

  • Site visits to review project implementation progress and indicators related to HSE aspects;
  • Meetings with project HSE staff and management, third parties and stakeholders, as well as the project management team;
  • Verification of the compliance of project construction and operation processes with agreed commitments and requirements, including applicable lender environmental and social standards;
  • Provision of practical recommendations to the project to address identified environmental and social issues;

Preparation of a site visit report for the lenders reflecting the project’s status with respect to the HSE commitments and requirements established at financial close and included in the Environmental and Social Action Plan (ESAP).
